Union Minister for Chemicals & Fertilizers Shri. D.V. Sadananda Gowda today launched POS 3.1 software, SMS Gateway and Home Delivery facility of Fertilizers (RBK)for farmers in Andhra Pradesh.
On this occasion Shri Gowda said that DBT system was launched on 1st March, 2018 on Pan India basis and this system have been working very well since its inseption.He said Department of Fertilizer is the only Department which has successfully implemented a complex system of end to end computerization of movement of fertilizer in the entire country. The system enables us to know and monitor availability of fertilizer on real time basis at State, District and at the retail outlet. Entire fertilizer subsidy for the last two years have been disbursed through this system. This surely is a measure of the robustness of DBT system.
Shri Gowda Complement Chief Minister of Andhra Pradesh Yeduguri Sandinti Jaganmohan Reddy for the excellent work done by his Government in Home Delivery of Fertilizer. In fact, Andhra Pradesh is the only state, which has launched such unique initiative.
Mos,Chemical and fertilizers ,Shri Mansukh Mandavia and Chief Minister Of Andhra Pradesh Shri Y.S Jaganmohan Reddy also addressed the gathering through Video conferencing. Shri Mandaviya said that pilot project for Home Delivery of Fertilizers in Andhra Pradesh is model for other states.
Under POS 3.1 version, keeping in view of prevailing pandemic condition, contactless OTP based authentication option has been introduced. Farmer will be able to purchase fertilizer without touching finger print sensor.
Minister said SMS Gateway will periodically send SMS to farmer about availability of fertilizer at retail outlet from where he last purchased the fertilizer. He will also be able to get information about availability of fertilizer at any retail outlet by sending retailer ID to Mobile No. 7738299899. Further on purchase of fertilizer, SMS will be sent to his mobile indicating the quantity purchased and amount paid by him.
Department of Fertilizers has introduced Direct Benefit Transfer (DBT) system on 1st March,2018 on Pan-India basis. DBT 2.0 initiative was launched during July 2019. and since then many more improvements have been made in the system which are being launched as a part of PoS 3.1 Software. The improvements involves two modes of authentication and Re-registration of device under PoS. Under POS 3.1 version, keeping in view of prevailing pandemic situation, contactless OTP based authentication option has been introduced and Farmers will be able to purchase fertilizer without touching finger print sensor.
Under an initiative of Home delivery of Fertilizers in Andhra Pradesh through Rythu Bharosa Kendralu (RBK) state Government has launched 10,641 Rythu Bharosa Kendralu (RBKs) in all gram panchayats to provide farmers with quality inputs and allied services. Under this systems, farmers after biometric authentication can order fertilizers from RBK (Rythu Bharosa Kendra) in their village and fertilizer will be delivered at their door step.
The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of the retail prices of selected items collected from 289 markets spread over 78 industrially important centres in the country. The index is compiled for 78 centres and All-India and is released on the last working day of succeeding month. The index for the month of August, 2020 is being released in this press release.
The All-India CPI-IW for August, 2020 increased by 2 points and stood at 338 (three hundred and thirty eight). On 1-month percentage change, it increased by (+) 0.60 per cent between July and August, 2020 compared to (+) 0.31 per cent increase between corresponding months of previous year.
The maximum upward pressure in current index came from Food group contributing (+) 1.14 percentage points to the total change. At item level, Rice, Mustard Oil, Milk (Buffalo), Chillies Green, Onion, Brinjal, Carrot, French Bean, Gourd, Green Coriander Leaves, Lady Finger, Palak, Parval, Potato, Banana, Mango (Ripe), Tea (Readymade), Flowers/Flower Garlands, etc. are responsible for the increase in index. However, this increase was checked by Wheat, Wheat Atta, Fish Fresh, Goat Meat, Poultry (Chicken), Tomato, Guava, etc., putting downward pressure on the index.
At centre level, Coimbatore recorded the maximum increase of 9 points followed by Salem (7 points) and Madurai (6 points). Among others, 5 points increase was observed in 3 centres, 4 points in another 3 centres, 3 points in 12 centres, 2 points in 14 centres and 1 point in 16 centres. On the contrary, Labac-Silchar recorded the maximum decrease of 4 points. Among others, 2 points decrease was observed in 3 centres and 1 point in 8 centres. Rest of 15 centres’ indices remained stationary.
The indices of 31 centres are above All-India Index and 47 centres’ indices are below national average.
Year-on-year inflation based on all-items stood at 5.63 per cent for August, 2020 as compared to 5.33 per cent for the previous month and 6.31 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 6.67 per cent against 6.38 per cent of the previous month and 5.10 per cent during the corresponding month a year ago.
Speaking about the latest index, Shri Santosh Gangwar, Minister of State (I/C) for Labour and Employment said, the increase in CPI-IW will have a positive effect on wages/salaries of industrial workers engaged in organized sector besides Government employees and pensioners. He added that the rise in annual inflation is mainly due to rise in prices of items like Rice, Potato, Brinjal, Onion, etc.
Shri DPS Negi, Director General of Labour Bureau while releasing the index said the All-India Index for August, 2020 stood at 338 with a rise of two (02) points compared to previous month. The rate of annual inflation also increased to 5.63 per cent from 5.33 percent in the previous month but moderated when compared to 6.31 per cent in the month a year before.
He further said that Labour Bureau, inter-alia, compiles and releases CPI-IW every month. This index is utilized primarily for measuring Dearness Allowance (DA) payable to workers in the organized sector including PSUs, Banks and Insurance companies besides Govt. employees.
ASIIM to Support 1000 Start-ups of SC Youth over next 4 Years

Union Minister for Social Justice and Empowerment Shri ThaawarchandGehlote-launched the “Ambedkar Social Innovation and Incubation Mission (ASIIM) under Venture Capital Fund for SCs”through Video Conferencing here today with a view to promoting innovation and enterprise among SC students studying in higher educational institutions.
Minister of State for SJ&E Shri Rattan Lal Kataria, Secretary, M/o SJ&E Shri R. Subrahmanyam; Secretary, M/o S&T Prof. Ashutosh Sharma; Joint Secretary, M/o SJ&E Shri R.P. Meena; Dy. MD, IFCI Limited Shri Sunil Kumar Bansal and MD, IFCI Venture Capital Funds Limited Shri ShivendraTomar were also present.
Addressing on the occasion, Shri Gehlot said that the Ministry of Social Justice had launched the Venture Capital Fund for SCs (VCF-SC) in 2014-15 with a view to developing entrepreneurship amongst the SC/Divyang youth and to enable them to become 'job-givers’. The Objective of this fund is to provide concessional finance to the entities of the SC entrepreneurs.
Under this fund, 117 companies promoted by SC entrepreneurs have been sanctioned financial assistance to set up business ventures. Under named “Ambedkar Social Innovation Incubation Mission (ASIIM)”initiative, 1,000 SC youth would be identified in the next 4 years with start-up ideas through the Technology Business Incubators (TBIs) in various higher educational institutions.
They will be funded @ Rs. 30 lakhs in 3 years as equity funding so that they can translate their start-up ideas into commercial ventures. Successful ventures would further qualify for venture funding of up to Rs. 5 Crore from the Venture Capital Fund for SCs.
He said that the Ministry has decided to launch ASIIM through the Venture Capital Fund for Scheduled Castes (VCFSC). It’s objectives include: To promote entrepreneurship among the SC Youth with special preference to Divyangs; To support (1,000) innovative ideas till 2024 through a synergetic work with the Technology Business Incubators (TBIs) set up by Department of Science and Technology; To support, promote, hand-hold the start-up ideas till they reach commercial stage by providing liberal equity support; and To incentivise students with innovative mind-set to take to entrepreneurship with confidence.
The Minister said that this initiative under VCF-SC will promote innovation in the SC youth and would help them to become job-givers from job-seekers; and would further give fillip to the ‘Stand Up India’ initiative of the Prime Minister PM Shri Narendra Modi.
Shri Rattan Lal Kataria in his address said that in order to promote innovation and entrepreneurship amongst SC students in the higher education campuses, there is a need to identify innovative ideas and provide focussed support to young entrepreneurs who are engaged in working on innovative and technology-oriented business ideas either in educational campuses or Technology Business Incubators (TBIs) to help them setup successful commercial enterprises.
Such an action will not only allow the SC students to pursue with innovation and entrepreneurship, but will give a further boost to the Stand Up India programme of the Government.
The ASIIM initiative will be implemented by the Venture Capital Fund for SCs (VCF-SCs) which was set up in 2016 with the Fund size of Rs. 500 Cr. Since its inception, VCF-SC has sanctioned financial assistance to 118 companies to the tune of Rs. 444.14 crore.
In order to further motivate and encourage Innovative entrepreneurial Startups, M/o SJ&E has modified the Venture Capital for Scheduled Castes (VCF-SC) guidelines to keep focused attention in providing equity support to entities/companies of young SC entrepreneurs working on innovative and technology-based ideas.
Under this initiative VCF-SC shall target SC students / young entrepreneurs working in Technology Business Incubators (TBIs) supported by Department of Science and Technology (DST) in higher education and technology institution including Business / Management schools.
The VCF-SC shall extend all support in the form of hand-holding, guidance, mentoring, besides providing equity support up to Rs 30 lakh over a period of three (3) years to each entity of young SC students / entrepreneurs. The budget of ASIIM for the next four years has been kept at Rs 19320lakhs.
