  • Speaking on the occasion, the Prime Minister said seventy-five years ago an institution was created for the entire world for the first time in human history and a new hope arose from the horrors of war. He added being a founding signatory of the UN Charter, India was part of that noble vision which reflected India’s own philosophy of ‘Vasudhaiva Kutumbakam’ - which sees all creation as a family.

  • The Union Minister of State (Independent Charge), Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said in a written reply to Rajya Sabha that the Government has launched the Indian Space Promotion and Authorisation Centre (IN-SPACe) to promote private investment and innovation in the space sector.


  • IN-SPACe will facilitate and support the Private Sector in the following ways: Provide technical support Share cash intensive facilities Allow to establish temporary facilities in DOS premises


  • Allow to bid for requirements coming from NSIL Partner in science and space exploration missions IN-SPACe is the Institutional and Regulatory mechanism established by Government to facilitate greater private participation. Financial provisions are not covered under this mechanism.


  • Private players can participate in: Building satellites Building launch vehicles Carry out launches Develop Applications & provide space based services Develop subsystem and systems for space sector activities

  • The Union Minister of State (Independent Charge), Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said in a written reply to Rajya Sabha that Prototype Fast Breeder Reactor (PFBR) being constructed by Bharatiya Nabhikiya Vidyut Nigam Limited (BHAVINI) is expected to get commissioned by October 2022. On completion of commissioning, PFBR will be adding 500 MW of electrical power to the national grid.




  • Market Determined VGF Support to Airline Operators Posted On: 22 SEP 2020 6:17PM by PIB Delhi


  • Airports Authority of India, the Implementing Agency has finalized the awarding of 78 routes identified in first phase of round 4.0 of Regional Connectivity Scheme (RCS)- UDAN (UdeDeshkaAamNagrik) to the Selected Airline Operators (SAOs).


  • The broad Salient features of the Scheme are as under:- (i) Demand driven: The Scheme is market driven where airline operators assess demand on routes and bid for it through a transparent bidding mechanism.


  • (ii)Affordability: One of the objectives of the Scheme is to make air travel affordable for the general public. Hence airfare on certain number of seats in an aircraft are capped. The airfare is indexed to change in CPI-IW, US-INR exchange rate, and ATF prices.


  • (iii) Viability Gap Funding (VGF): VGF support is a monetary assistance that is provided by MoCA to the airline operator to enable them to successfully run the routes. VGF support is market determined, though a competitive bidding mechanism where the airline operators bid for the route in the form of VGF per seat. The VGF per seat is capped. Separate table of VGF cap per seat is provided for different types of aircraft. VGF per seat is also indexed to change in CPI-IW, US-INR exchange rate, and ATF prices.


  • (iv) Minimum performance level: The airline operators are required to conform to certain specification for operating routes under the Scheme. Some of them are: Providing 50% of the RCS Flight Capacity as RCS seats, with minimum of 9 and maximum of 40 RCS seats in an aircraft. The number of RCS flights to be operated in a week shall be minimum of 3; and a maximum of 7. For operation in Priority Area(s) the maximum number of RCS flight allowed in a week is relaxed to 14.The operator is obligated to operate at least 70 % the total scheduled flight in a period of one year.


  • (v) Exclusivity of operation: The airline operators are provided exclusivity to operate the RCS route for the period of three years.


  • (vi) Tenure of the Scheme: The scheme to be applicable for a period of 10 year, subjected to periodic review. VGF support for the RCS route is available for a period of three years only.


  • (vii) Type of aircraft / helicopter: The Scheme allows operation through various type of aircrafts including sea planes and helicopters.


  • (viii) Eligible operators: The operator should have Schedule Operator Permit (SOP) / Schedule Commuter Operator (SCO) permit to operate the routes covered under the Scheme. The operation through Non Scheduled Operator Permit (NSOP) is also allowed as a temporary measure, but only for helicopter and seaplane operations.

  • The Essential Commodities (Amendment) Bill 2020 with provisions to remove commodities like cereals, pulses, oilseeds, edible oils, onion and potatoes from the list of essential commodities was passed by Rajya Sabha today. Earlier, the bill was introduced by the Minister of State for Consumer Affairs, Food & Public Distribution, Shri Danve Raosaheb Dadarao in the Lok Sabha on 14th September, 2020 to replace ordinances promulgated on 5th June 2020. The bill was passed by Lok Sabha on 15th September, 2020.


  • The EC (Amendment) Bill 2020 aims to remove fears of private investors of excessive regulatory interference in their business operations. The freedom to produce, hold, move, distribute and supply will lead to harnessing of economies of scale and attract private sector/foreign direct investment into agriculture sector. It will help drive up investment in cold storages and modernization of food supply chain.


  • The Government, while liberalizing the regulatory environment, has also ensured that interests of consumers are safeguarded. It has been provided in the Amendment, that in situations such as war, famine, extraordinary price rise and natural calamity, such agricultural foodstuff can be regulated. However, the installed capacity of a value chain participant and the export demand of an exporter will remain exempted from such stock limit imposition so as to ensure that investments in agriculture are not discouraged.


  • Replying to the discussion on the Bill before it was passed by the Rajya Sabha today, Minister of States for Consumer Affairs, Food & Public Distribution Shri Danve Raosaheb Dadarao said that this amendment is required to prevent wastage of agri-produce due to lack of storage facilities.


  • He said this amendment will create a positive environment not only for farmers but also for consumers and investors and will definitely make our country self-reliant. He said that this amendment will strengthen the overall supply chain mechanism of the agriculture sector. This amendment will also help to achieve the government’s promise to double the farmer’s income by promoting investment in this sector and promote ease of doing business.


  • Background: While India has become surplus in most Agri-commodities, farmers have been unable to get better prices due to lack of investment in cold storage, warehouses, processing and export as the entrepreneurial spirit gets dampened due to Essential Commodities Act. Farmers suffer huge losses when there are bumper harvests, especially of perishable commodities.


  • The legislation will help drive up investment in cold storages and modernization of food supply chain. It will help both farmers and consumers while bringing in price stability. It will create competitive market environment and also prevent wastage of agri-produce that happens due to lack of storage facilities.




  • Says that India is not in a position to accept the concept of Data Free Flow with Trust;


  • Stresses on the importance to recognise the important role of small retailers in sustaining food chains and essential supplies

  • Union Commerce and Industry & Railways Minister Shri PiyushGoyal today took part in the virtual meeting of the G-20 Trade and Investment Ministers. Making interventions during the meeting, he called upon G-20 to play a leadership role in crafting a pathway to recover from COVID19, he said that one of the key lessons for all countries is the need to strike the right balance between their external and internal economic policies, with a view to ensuring balanced and sustainable development. He said thatIndia stands ready to engage constructively with all G-20 Members to push an agenda that is inclusive and development oriented.


  • Shri Goyal announced that India is not in a position to accept the concept of Data Free Flow with Trust (DFFT). He said that India is of the view that the concept of DFFT is neither well understood nor is comprehensive enough in the legislation of many countries. “Moreover, in view of the huge digital divide among countries, there is a need for policy space for developing countries who still have to finalize laws around digital trade and data.


  • Data is a potent tool for development and equitable access of data is a critical aspect for us. India, like many other developing countries, is still in the phase of preparing a framework for its data protection and e-commerce laws. Moreover, the existing regulations on which DFFT is sought to be premised, such as uninhibited cross border flow of data, are grossly inadequate to address our concerns on data access. This could further aggravate the digital divide. ”, he added.He said that India along with some other G-20 Members, did not participate in the Osaka track last year due to our reservations.




  • Successful flight test of ABHYAS - High-speed Expendable Aerial Target (HEAT) was today conducted by Defence Research and Development Organisation (DRDO) from the Interim Test Range, Balasore in Odisha. During the trials, two demonstrator vehicles were successfully test flown. The vehicle can be used as target for evaluation of various missile systems.


  • Abhyas is designed & developed by Aeronautical Development Establishment (ADE), DRDO. The air vehicle is launched using twin underslung booster. It is powered by a small gas turbine engine and has MEMS based Inertial Navigation System (INS) for navigation along with the Flight Control Computer (FCC) for guidance and control. The vehicle is programmed for fully autonomous flight. The check out of air vehicle is done using laptop based Ground Control Station (GCS).




  • On the issues of multidisciplinary options, the National Education Policy, 2020 has stated that teacher preparation will also be done in integrated and multidisciplinary manner.


  • The policy also states that to ensure an adequate number of teachers across subjects - particularly in subjects such as art, physical education, vocational education, and languages - teachers could be recruited to a school or school complex and the sharing of teachers across schools could be considered in accordance with the grouping-of-schools adopted by State/Union Territory Governments.


  • The National Education Policy, 2020provides that to prepare an initial cadre of high-quality Early Childhood Care and Education (ECCE) teachers in Anganwadis, current Anganwadi workers/teachers will be trained through a systematic effort in accordance with the curricular/pedagogical framework developed by the National Council of Educational Research and Training (NCERT).


  • Anganwadi workers/teachers with qualifications of 10+2 and above shall be given a 6-month certificate programme in ECCE; and those with lower educational qualifications shall be given a one-year diploma programme covering early literacy, numeracy, and other relevant aspects of ECCE.


  • These programmes may be run through digital/distance mode using DTH channels as well as smartphones, allowing teachers to acquire ECCE qualifications with minimal disruption to their current work. The ECCE training of Anganwadi workers/teachers will be mentored by the Cluster Resource Centres of the School Education Department which shall hold at least one monthly contact class for continuous assessment.




  • Ministry of Youth Affairs & Sports and United Nations Children Fund (UNICEF) have signed a “Statement of Intent” on 20.07.2020 to establish YuWaah, Generation Unlimited (GenU), a global multi-stakeholder platform in India. As per the Statement of Intent, the objectives of this project are:


  •  Support young people by providing entrepreneurship classes (online and offline) with successful entrepreneurs and experts, towards establishing entrepreneurial mindset among young people.


  •  Upskilling of young people on 21st century skills, life skills, digital skills through online and offline channels and support them through self-learning, for their productive lives and the future of work.


  •  Create linkages with aspirational economic opportunities to connect young people with employment opportunities, including building pathways to connect them with jobs or self-employment. For this, innovative solutions and technology platforms will be engages to take maximize the scale and reach.


  •  Providing career guidance support to young people through career portal as well as through job-readiness and self-exploration sessions to make young people career-ready.




  • Handloom weaving/production is inherently an integral part of Make-in-India programme.


  • The Government of India has announced a special economic package viz. Aatma Nirbhar Bharat Abhiyaan for boosting economy of the country and making India self-reliant. Relief and credit support measures have been announced for various sectors including MSMEs. The weavers & artisans/karigars can avail benefits of these relief and credit support measures to revive their businesses.


  • Apart from the above special economic package, the Ministry of Textiles has also been taking following initiatives for the benefits of handloom weavers and artisans across the country: -


  • To support the handloom and handicraft sectors and to enable wider market for handloom weavers/artisans/producers, steps have been taken to on-board weavers/artisans on Government e-Market place (GeM) to enable them to sell their products directly to various Government Departments and organizations.


  • To promote e-marketing of handloom products, a policy frame work was designed and under which any willing e-commerce platform with good track record can participate in online marketing of handloom products. Accordingly, 23 e-commerce entities have been engaged for on-line marketing of handloom products.


  • A social media campaign #Vocal 4 handmade was launched on the 6th National Handloom Day by the Government, in partnership with all stakeholders, to promote the handloom legacy of India and to ensure people’s support for the weaving community. The social media campaign has resulted in renewed interest of the Indian public in handlooms and several e-commerce players have reported increase in sales of Indian handloom products.


  • In the face of the unprecedented Covid-19 pandemic, it is not feasible to hold conventional marketing events such as exhibitions, melas, etc. To deal with this crisis, the Government endeavors to provide online marketing opportunities to our weavers and handloom producers.


  • Taking a step towards realizing “Aatma Nirbhar Bharat”, Handloom Export Promotion Council has endeavored to virtually connect the Handloom Weavers and exporters from different corners of the country with the International Market.


  • With more than 200 participants from different regions of the country showcasing their products with unique designs and skills, THE INDIAN TEXTILE SOURCING FAIR was organized on 7, 10 and 11th August 2020. The show has attracted considerable attention of the International Buyers.


  • Design Resource Centres are being set up in Weavers Service Centres (WSCs) through NIFT with the objective to build and create design-oriented excellence in the Handloom Sector and to facilitate weavers, exporters, manufacturers and designers for creating new designs.


  • To enable the handloom agencies and weavers to withstand their profession, the Ministry of Textiles is implementing following schemes through the Office of the Development Commissioner for Handlooms across the country: -


  • National Handloom Development Programme (NHDP) Comprehensive Handloom Cluster Development Scheme (CHCDS) Handloom Weavers’ Comprehensive Welfare Scheme (HWCWS) Yarn Supply Scheme (YSS)


  • Under the above schemes, financial assistance is provided for raw materials, purchase of looms and accessories, design innovation, product diversification, infrastructure development, skill upgradation, lighting units, marketing of handloom products and loan at concessional rates.




  • Block Level Cluster: Introduced in 2015-16 as one of the components of National Handloom Development Programme (NHDP). Financial assistance upto Rs. 2.00 crore per BLC for various interventions such as skill upgradation, Hathkargha Samvardhan Sahayata, product development, construction of workshed, project management cost, design development, setting up of common facility centre (CFC) etc. is provided. Besides, financial assistance upto Rs. 50.00 lakh is also available for setting up of one dye house at district level. The proposals are recommended by the State Governments.


  • Handloom Marketing Assistance is one of the components of National Handloom Development Programme. In order to provide marketing platform to the handloom agencies/weavers to sell their products directly to the consumers, financial assistance is provided to the States/eligible handloom agencies for organizing marketing events in domestic as well as overseas markets.


  • Weaver MUDRA Scheme: Under the Weaver MUDRA Scheme, credit at concessional interest rate of 6% is provided to the handloom weavers. Margin money assistance to a maximum of Rs. 10,000 per weaver and credit guarantee for a period of 3 years is also provided. MUDRA Portal has been developed in association with Punjab National Bank to cut down delay in disbursement of funds for margin money and interest subvention.




  • Hathkargha Samvardhan Sahayata (HSS) was introduced on 1st December 2016 with an objective to provide looms/accessories to the weavers to enhance their earnings through improved productivity and quality of the handloom products. Under the scheme, 90% of the cost of loom/accessory is borne by the Government of India while remaining 10% is borne by the beneficiary. The Government of India’s share is released to the supplier through Weavers’ Service Centre.


  • EDUCATION OF HANDLOOM WEAVERS AND THEIR CHILDREN: Ministry of Textiles has signed Memorandums of Understanding with Indira Gandhi National Open University (IGNOU) and National Institute of Open Schooling (NIOS) to secure educational facilities for the weavers and their families.


  • NIOS offers Secondary and Senior Secondary level education with specialized subjects on design, marketing, business development, etc. through distance learning mode for handloom weavers, whereas IGNOU offers continuing education programs through accessible and flexible learning opportunities relevant to the aspirations of handloom weavers and their children for career progression.


  • The programme envisages reimbursement of 75% of the fee towards admission to NIOS/IGNOU courses in case of SC, ST, BPL, and Women learners belonging to handloom weavers’ families.


  • “India Handloom” Brand- During the celebration of 7th August 2015 as National Handloom Day, ‘India Handloom’ Brand was launched for branding of high-quality handloom products. It promotes production of niche handloom products with high quality, authentic traditional designs with zero defect and zero effect on environment. Since its launch, 1590 registrations have been issued under 184 product categories and sale of Rs. 926.23 crore has been generated.




  • URBAN HAATS are set up in the big towns/metropolitan cities to provide adequate direct marketing facilities to the craft persons/weavers and eliminate intermediaries. 39 Urban Haats have been sanctioned across the country so far.


  • 2. Comprehensive Handloom Cluster Development Scheme: The Comprehensive Handloom Cluster Development Scheme (CHCDS) is targeted at development of Mega Handloom Clusters in clearly identifiable geographical locations covering at least 15000 handlooms with the Government of India (GoI) contribution upto Rs.40 crore per cluster over a period of 5 years.


  • Components such as conducting diagnostic study, corpus for raw material, etc., are fully funded by the Government of India (GoI) whereas components like lighting units, technological up-gradation of looms and accessories are 90% funded by the GoI. Other components such as creation of infrastructure for design studio/ marketing complex/garmenting unit, marketing development, assistance for exports and publicity are 80% funded by the GoI. 08 Mega Handloom Clusters viz. Varanasi (Uttar Pradesh), Sivasagar (Assam), Virudhunagar(Tamil Nadu), Murshidabad (West Bengal), Prakasam & Guntur districts (Andhra Pradesh), Godda & neighbouring districts (Jharkhand), Bhagalpur (Bihar) and Trichy (Tamil Nadu) have been taken up for development.


  • 3. Handloom Weavers’ Comprehensive Welfare Scheme Weavers Comprehensive Welfare Scheme (HWCWS) is providing life, accidental and disability insurance coverage under the components Pradhan Mantri Jivan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Converged Mahatma Gandhi Bunkar Bima Yojana (MGBBY).


  • 4. Yarn Supply Scheme: Yarn Supply Scheme is being implemented throughout the country to make available all types of yarn at Mill Gate Price. The scheme is being implemented through National Handloom Development Corporation. Under the Scheme freight is reimbursed and depot operating charges @2% is given to depot operating agencies. A component of 10% price subsidy also exists on hank yarn, which is applicable on cotton, domestic silk, wool and linen yarn with quantity caps.

  • Films Division, Ministry of Information & Broadcasting has come up with yet another fiesta, ‘Nrityanjali’, an online film festival on Indian Classical Dance and Maestros from 23rd to 25th September, 2020. The first part of ‘Nrityanjali’ will showcase 10 films on the life and works of India’s leading classical dancers. The festival will be streamed on Films Division website www.filmsdivision.org/Documentary of the Week/ and its YouTube channel https://www.youtube.com/user/FilmsDivision. All films will be streamed live, simultaneously, for three days.


  • Details of films/documentaries to be screened: “Sitara Devi” (20 min./1995/Amar Varma), a film on doyen of Kathak Dance, hailed as the Queen of Kathak by Rabindranath Tagore, honoured with many awards including Padma Shri, Sangeet Natak Akademi Award and Kalidas Samman.


  • “Yamini Krishnamurthy” (20 min./1981/Balwant Gargi), is on the leading Bharat Natyam exponent who also excels in Odissi and Kuchipudi. She has been honoured with Padma Vibhushan, Sangeet Natak Akademi Award and Natya Shastra Award.


  • “Raja-Radha” (22 min./1989/Kunwar Sinha), a biographical film on the well known Kuchipudi dancer-couple Raja and Radha Reddy, who gave new dimension to the traditional Kuchipudi dance and honoured with Padma Bhushan, Sangeet Natak Akademi Award and Nritya Choodmani Award.


  • “Guru Amubi Singh” (17 min./1976/Ashish Mukherjee), a film on the grand patriarch of Manipuri dance, beautifully demonstrates the Guru’s finely honed style of dancing based on the spontaneous rhythm of nature. He received many honours including Padma Shri and Sangeet Natak Akademi Award.


  • “A Luminous Jewel –Pt. Birju Maharaj” (95 min./1980/V.B.Chandra), comprehensively depicts the life and art of Pandit Birju Maharaj, one of the greatest exponents of Kathak who has been bestowed with many coveted honours including Padma Vibhushan, Sangeet Natak Akademi Award, Kalidas Samman, Lata Mangeshkar Puraskar and National Film Award.


  • “Kalamandalam Gopi” (43min./1999/Adoor Gopalakrishnan), is on the art and life of eminent Kathakali artist, Kalamandalam Gopi, well known for the romantic and dramatic portrayal of the virtuous ‘pachcha’ roles in Kathakali. He is a recipient of Padma Shri and Sangeet Natak Akademi Award.


  • “Padma” (35 min./1998/Suresh Menon), a biopic on the acclaimed Bharatanatyam dancer Dr. Padma Subramanyam, talks about her life and art. She is a research scholar, choreographer, composer, Indologist and a teacher of repute and a recipient of many honours like Padma Bhushan, Sangeet Natak Akademi Award, Kalidas Samman and Kalaimamani Award.


  • “Kanak Rele” (22 min./1997/G L Bhardwaj), a biographical on the classical dance exponent-choreographer, Dr. Kanak Rele, who is internationally known as an exponent of Mohini Attam. She is the founder-director of Nalanda Dance Research Centre, Mumbai and has been conferred with many awards including Padma Bhushan, Sangeet Natak Akademi Award and Kalidas Samman.


  • “Sonal” (60 min./2004/Prakash Jha), a biopic documents the glorious career of eminent danseuse Sonal Mansingh, as a Bharatanatyam and Odissi dancer-choreographer and as one who is equally adept in other dance forms like Kuchipudi and Chhau. She is a recipient of Padma Vibhushan, Sangeet Natak Akademi Award and Kalidas Samman.


  • “Dreamer - Swapna Sundari” (29 min./1998/Baba Majgavkar), a biographical film on Swapna Sundari, an exponent of Kuchipudi and Bharatanatyam. She has written books like The World of Kuchipudi Dance and Tracing the roots of the classical dance. She is the founder-director of Kuchipudi Dance Centre, New Delhi. Swapna Sundari has received many honours including Padma Bhushan and Sangeet Natak Akademi Award.

  • Extending the reach of ESIC: Effort have been made to provide right to health security under ESIC to maximum possible workers:-


  • (a) The facility of ESIC would now be provided in all 740 districts. At present, this facility is being given in 566 districts only.


  • (b) Establishments working in hazardous sectors would mandatorily be linked with ESIC, even if there is only one worker working in it.


  • (c) Provision for making scheme for linking unorganised sector and Gig workers with ESIC.


  • (d) Option to link workers working in Plantations is being given to Plantation owners.


  • (e) Option for becoming member of ESIC is also being given to establishments with less than 10 workers.




  • (a) EPFO’s coverage would be applicable on all establishments having 20 workers. At present, it was applicable only on establishments included in the Schedule.


  • (b) Option to join EPFO is also being given to establishments having less than 20 workers.


  • (c) Schemes would be formulated for bringing workers coming under the category of ‘Self-employed’ or falling under any other category under the aegis of EPFO.


  • Provision has been made to formulate various schemes for providing comprehensive social security to workers in unorganised sector. A “Social Security Fund” will be created on the financial side in order to implement these schemes. Work to bring newer forms of employment created with the changing technology like “platform worker or gig worker” into the ambit of social security has been done in the Social Security Code. India is one of the few countries where this unprecedented step to bring workers in this category under social security has been taken.


  • Provision for Gratuity has been made for Fixed Term Employee and there would not be any condition for minimum service period for this. For the first time, a Fixed Term Employee working for a determined period on contract has been given the right of social security like a Regular Employee.


  • With the aim of making a national database for unorganised sector workers, registration of all these workers would be done on an online portal and this registration would be done on the basis of Self Certification through a simple procedure. It would facilitate the extension of benefits of various social security schemes to beneficiaries in the unorganised sector. We can say that we would be able to get ‘Targeted Delivery” of social security done to unorganised sector workers with the help of this database.


  • The most important thing for getting employment is the information about job vacancies. With this aim, it has been made mandatory for all establishments with 20 or more workers to report the vacancy position in their establishments. This information would be given on online portal.




  • Free health checkup once a year by the employer for workers which are more than a certain age.


  • Legal right for getting Appointment Letter given to workers for the first time.


  • Cine Workers have been designated as Audio Visual Worker, so that more and more workers get covered under the OSH code. Earlier, this security was being given to artists working in films only.




  • Efforts made by the Government for quickly resolving disputes of the workers : (a) Provision for two members instead of one member in the Industrial Tribunal. In case of absence of one member, work can still be undertaken smoothly.


  • (b) Provision for taking the matter straight to the Tribunal in case the dispute is not resolved at conciliation stage. At present, the case is refered to the Tribunal by the appropriate Government.


  • (c) Implementation of award in 30 days after Tribunal award.


  • (d) After recognition of Fixed Term Employment, workers will get the option of Fixed Term Employment instead of contract labour. Under this, they would get benefits of hours of work, salary, social security and other welfare benefits like a Regular Employee.


  • (e) With the objective of better and effective participation of Trade Unions, a provision for “Negotiating Union” and “Negotiating Council” has been made for undertaking negotiation on any dispute. With conferring of this recognition, resolving disputes through dialogue would be facilitated and workers would be better able to get their rights.


  • (f) Arrangement for going to the Tribunal has been made for resolving disputes arising between Trade Unions. Less time would be required for resolving their disputes.


  • (g) Provision has been made for giving recognition to Trade Unions at Central and State level. This recognition has been given in the labour laws for the first time and after this recognition, Trade Unions would be able to contribute more affirmatively and more effectively at the Central and State level.


  • (h) Provision for RE-Skilling fund has been made in the law for the first time. Its aim would be to re-skill those workers who have been fired from their jobs, so that they are easily able to get employment again. For this, workers would be given 15 days salary within a period of 45 days.


  • Shri Gangwar said we have extended the definition of migrant workers, so that migrant workers moving from one state to another on their own and migrant workers who have been appointed by the employer from a different state can also be brought under the ambit of OSH code. At present, only migrant workers who had been brought through the contractor were benefiting from these provisions. The Minister also elaborated following benefits of the Labour Codes :


  • Compulsory facility for Helpline for redressal of problems of migrant workers. Making a national database of migrant workers. Provision for accumulation of one day leave for every 20 days worked, when work has been done for 180 days instead of 240 days.


  • Equality for women in every sphere : Women have to be permitted to work in every sector at night, but it has to be ensured that provision for their security is made by the employer and consent of women is taken before they work at night.


  • In the event of death of a worker or injury to a worker due to an accident at his workplace, atleast 50 % share of the penalty would be given. This amount would be in addition to Employees Compensation.


  • Provision of “Social Security Fund” for 40 Crore unorganized workers alongwith GIG and platform workers and will help Universal Social Security coverage Pay parity to women workers as compared to their male counterparts. Occupational Safety & Health Code to also can now over cover workers from IT and Service Sector.


  • 14 days notice for Strike so that in this period amicable solution comes out. Vibrant mechanism proposed for speedier disposal by Labour Tribunals as “Justice delayed is Justice denied”.


  • The Codes to Promote Harmonious Industrial Relations for higher productivity and more employment generation.


  • Labour Codes to stablish transparent, answerable and simple mechanism reducing registration requirement to just one from eight; need of licence also to just one from three four under different laws earlier.


  • Inspector to be now made as Inspector – cum- Facilitator and introduction of Random, Web Based Inspection System to remove to Inspector Raj. Penalties increase manifold; to act as deterrent.




  • Affordable Rental Housing Complexes (ARHCs), a sub-scheme under Pradhan Mantri Awas Yojana - Urban (PMAY-U) will be implemented by Public/Private bodies either by converting the existing Government funded vacant complexes into ARHCs or by constructing, operating and maintaining ARHCs on their own available vacant land.


  • This scheme has been formulated in line with the vision of “Aatma Nirbhar Bharat” to create a sustainable ecosystem of affordable rental housing solutions for urban migrants/ poor. It envisages to create a conducive ecosystemfor Public/ Private Entities through policy incentives which will leverage investment for creating affordable rental housing stock.


  • In order to provide impetus to the Public Private Partnership under this scheme, following incentives/ benefits have been proposedby Government of India and State/UT Governmentsas mentioned below:


  • Exemption of Income Tax on any profits and gains derived from operation of ARHCs on similar lines as that of ‘Affordable Housing’ under section 80-IBA of Income Tax Act, 1961;


  • Exemption of GST on any profits and gains derived from operation of ARHCs at par with rental services of residential premises vide Notification No. 12 of 2017- Central Tax (Rate) dated 28thJune, 2017;


  • Project finance/loan at lower interest rate through concessional window under Affordable Housing Fund (AHF) by Housing Finance Companies (HFCs) and Priority Sector Lending (PSL) by Commercials Banks;


  • Provision of “Use Permission” changes for houses on vacant land, if needed; 50% additional Floor Area Ratio (FAR)/ Floor Space Index (FSI) free of cost; Single window approval of design/ drawings and other statutory approvals within 30 days;


  • Necessary trunk infrastructure facilities like road, sanitation services, water, sewerage/septage, drainage, electricity etc. up to the project site without any additional cost to Entity;


  • Municipal services such as water supply, electricity, house/ property tax, sewerage/ septage charge etc. for operation of ARHCs will be levied at par with residential projects; and


  • Additional grant in the form of Technology Innovation Grant (TIG) is provisioned by Ministry of Housing and Urban Affairs (MoHUA) for using innovative, sustainable, green and disaster-resilient technologies as well as building materials for cost effective, faster and quality construction of ARHCs. TIG of Rs. 60,000/- per house (Single Bedroom), Rs. 1,00,000/- (Double Bedroom) and Rs. 20,000/-per Dormitory Bed will be provided as per Scheme Guidelines.

  • On the occasion of World Rhino Day, Minister of State for Environment, Forest and Climate Shri Babul Supriyo congratulated and expressed his gratitude to the frontline forest staff and officials for working tirelessly to save Rhinos and said that India has been successfully saving its Rhinos and the country is one of the best places for them.


  • Speaking on the the population of Greater One-horned Rhinoceros which reached to the brink of extinction by the end of the 20th century with fewer than 200 animals in wild, Shri Supriyo said timely efforts and stringent protection and management of the Governments of India and the State Governments have revived the population of Rhinos in the country and we are walking in the right direction for a better future for the iconic species.


  • Today, approximately 75% of the entire population of Greater One-horned Rhinoceros now occurs in India in the three States viz, Assam, Uttar Pradesh and West Bengal. Census of Rhinoceros is undertaken at the State-level by the respective State Governments periodically.


  • The World Rhino Day is celebrated every year on 22nd September to emphasize the importance of conservation of Rhinoceros species and its habitats. The Ministry of Environment, Forest and Climate Change, Government of India celebrated the World Rhino Day, 2020 through virtual platforms in the esteem presence of Shri Babul Supriyo, Hon’ble Minister of State for Environment, Forest and Climate Change. The senior officials of the Ministry, State Forest Departments and other organizations such as Central Zoo Authority, WWF-India, Aaranayak, and UNDP etc. also attended the meeting.


  • The Minister also thanked the Chief Minister of Bihar, Shri Nitish Kumar for accepting the request of Central Zoo Authority towards translocation of an alpha male Rhino from Patna zoo to Delhi zoo.


  • Efforts are currently ongoing in the country to protect the existing rhino population and also to increase the distribution of the species through the Indian Rhino Vision (IRV) 2020 programme.


  • Success was achieved in restocking the rhino population in the World Heritage Site Manas National Park recently through wild to wild translocations. One-horned Rhinoceros is also one of the 21 species identified for Recovery programme for critically endangered species by the Ministry.


  • The Ministry has also launched the “National Conservation Strategy for the Indian One-Horned Rhinoceros” with the goal to repopulate Rhinoceros population in those areas also which used to hold the Rhinoceros earlier by augmenting the existing conservation efforts and strengthening them through scientific and administrative measures.
