  • Lokmanya Tilak Posted On: 01 AUG 2020 6:16PM by PIB Delhi Union Home Minister Shri Amit Shah inaugurated a two-day international webinar on the theme of 'Lokmanya Tilak - Swaraj to Self-reliant India' organized by the Indian Council for Cultural Relations on the 100th death anniversary of the great freedom fighter Lokmanya Bal Gangadhar Tilak in New Delhi today.


  • In his address Shri Amit Shah said that Lokmanya Bal Gangadhar Tilak played a key role in the making of the Indian Independence movement complete in letter and spirit. Tilak made an unparalleled contribution to the freedom movement, he dedicated every moment of his life to the nation and created an ideological generation of revolutionaries.


  • The Union Home Minister said that the slogan of 'Swaraj is my birthright and I shall have it' given by Lokmanya Tilak, will always be written in golden letters in the history of the Indian Independence Movement. Shri Amit Shah said that this slogan may seem natural to utter in our times, but in the 19th century very few people could have dared of uttering it and sacrificing their life and working for it to make it turn into reality.


  • This slogan of Tilak served to awaken Indian society and convert the freedom movement into a mass movement, due to which he came to be known as Lokmanya Tilak. The Union Home Minister said that before Lokmanya Tilak ji, people knew the ‘Asceticism’ of 'Gita', but while in jail, Tilak ji wrote 'Gita Rahasya' and worked to bring ‘Karmayog’ in the Gita before the people. Tilak’s 'Geeta Rahasya' is still a guiding post for people.


  • The Union Home Minister also mentioned that, despite being an eloquent orator, thinker, philosopher, established writer and social reformer, Tilak was rooted to the ground.


  • Shri Amit Shah further added that Tilak’s idea of India as a nation, Indian culture and Indian customs are equally relevant today. Appealing to the youth, the Union Home Minister said that if one wants to know the glorious history of India and Indian culture, then Bal Gangadhar Tilak’s writings will have to be understood.


  • He also advised the youth that reading his literary works will give them new knowledge about the great personality of Tilak and by taking inspiration from him, the youth will be able to attain new heights in their lives. Shri Amit Shah said that Lokmanya Tilak's belief in Indian language and Indian culture is reflected in the New Education Policy of the government of Prime Minister Narendra Modi. Tilak's ideas are being promoted through Prime Minister Shri Narendra Modi's vision of a New India and Atmanirbhar Bharat.


  • Shri Amit Shah referred to Lokmanya Tilak’s famous quote that the foundation of true nationhood is laid on the foundations of our culture and traditions. Any reform which undermines or disrespects our past cannot help in realizing true nationhood. The Union Home Minister emphasized that in the name of social and political reform we cannot afford to adopt British Models for our institutions. Shri Amit Shah added that Bal Gangadhar Tilak wanted to inculcate love for the nation amongst the people on the basis of pride for Indian culture. In this context, he set up gymnasiums, arenas, anti-cow slaughter institutions


  • Shri Amit Shah also said that Lokmanya Tilak was a strong opponent of untouchability, he launched a movement to unite society divided in caste and sects. Tilak said that if God accepts untouchability, then I would not accept such a God.


  • The Union Home Minister referred to Tilak’s important work to connect the working class to the national movement. At the same time, Lokmanya Tilak started celebrating Shivaji Jayanti and Ganesh Utsav to connect the people with the freedom movement, which changed the direction of the Indian Independence movement.

  • Gandhi walked barefoot to attend the last rites of Bal Gangadhar Tilak which signified Gandhiji's respect for Tilak.


  • The famous social reformer, Lokshahir Anna Bhau Sathe ji was also paid floral tributes at the event on the occasion of his Centenary. The inaugural session of the webinar was attended by several dignitaries including the President of the Indian Council for Cultural Relations and Member of Parliament Dr. Vinay Sahasrabuddhe, Mr. Deepak Tilak, Vice Chancellor of Tilak Maharashtra Vidyapeeth and Dr. Sharad Kunte, President of Deccan Education Society.




  • The gross GST revenue collected in the month of July, 2020 is ₹ 87,422 crore of which CGST is ₹ 16,147crore, SGST is ₹ 21,418 crore, IGST is ₹ 42,592 crore (including ₹ 20,324 crore collected on import of goods) and Cess is ₹7,265 crore (including ₹ 807crore collected on import of goods).


  • The government has settled ₹ 23,320 crore to CGST and ₹ 18,838 crore to SGST from IGST as regular settlement.The total revenue earned by Central Government and the State Governments after regular settlement in the month of July,2020 is ₹ 39,467 crore for CGST and ₹ 40,256 crore for the SGST.


  • The revenues for the month are 86% of the GST revenues in the same month last year. During the month, the revenues from import of goods were 84%and the revenues from domestic transaction (including import of services) were 96% of the revenues from these sources during the same month last year.


  • The revenues for the last month were higher than the current month. However, it is important to note that during the previous month, a large number of taxpayers also paid taxes pertaining to February, March and April 2020 on account of the relief provided due to COVID-19. It may also be noted that the taxpayers with turnover less than ₹ 5 core continue to enjoy relaxation in filing of returns till September 2020.


  • The chart shows trends in monthly gross GST revenues during the current year. The table shows the state-wise figures of GST collected in each State during the month of July 2020 as compared to July, 2019 and for the full year.

  • In his address to media at a Press Conference marking the conclusion of application window under the Production Linked Incentive Scheme (PLI), Shri Ravi Shankar Prasad, Union Minister for Electronics & IT, Communications, Law and Justice said that PLI scheme has been huge success in terms of the applications received from Global as well as Domestic Mobile Phone manufacturing companies and electronic components manufacturers.


  • Industry has reposed its faith in India’s stellar progress as a world class manufacturing destination and this resonates strongly with Prime Minister’s clarion call of AtmaNirbhar Bharat - a selfreliant India. Minister further said that “we are optimistic and looking forward to building a strong ecosystem across the value chain and integrating with the global value chains, thereby strengthening electronics manufacturing ecosystem in the country”.


  • Production Linked Incentive Scheme (PLI)for Large Scale Electronics Manufacturing was notified on 1st April, 2020. PLI Scheme extends an incentive of 4% to 6% on incremental sales (over base year) of goods under target segments that are manufactured in India to eligible companies, for a period of five years subsequent to the base year (FY2019-20). The scheme was open for filing applications till 31.07.2020. Incentives are applicable under the scheme from 01.08.2020.


  • A total of 22 companies have filed their application under the PLI Scheme. The international mobile phone manufacturing companies that have applied under Mobile Phone (Invoice Value INR 15,000 and above) Segment are Samsung, Foxcon Hon Hai, Rising Star, Wistron and Pegatron. Out of these, 3 companies namely Foxcon Hon Hai, Wistron and Pegatron are contract manufacturers for Apple iPhones. Apple (37%) and Samsung (22%) together account for nearly 60% of global sales revenue of mobile phones and this scheme is expected to increase their manufacturing base manifold in the country.


  • Under Mobile Phone (Domestic Companies) Segment, Indian companies including Lava, Dixon Technologies, Bhagwati (Micromax), Padget Electronics, Sojo Manufacturing Services and Optiemus Electronics have applied under the scheme. These companies are expected to expand their manufacturing operations in a significant manner and grow into national champion companies in mobile phone production. 10 companies have filed applications under the Specified Electronic Components Segment which include AT&S, Ascent Circuits, Visicon, Walsin, Sahasra, Vitesco and Neolync.


  • Over the next 5 years, the Scheme is expected to lead to total production of about INR 11,50,000 crore (INR 11.5 lakh crore). Out of the total production, companies under Mobile Phone (Invoice Value INR 15,000 and above) segment have proposed a production of over INR 9,00,000 crore, The companies under Mobile Phone (Domestic Companies) segment have proposed a production of about INR 2,00,000 crore and those under Specified Electronic Components segment have proposed a production of over INR 45,000 crore.


  • The scheme is expected to promote exports significantly. Out of the total production of INR 11,50,000 crore in the next 5 years, more than 60% will be contributed by exports of the order of INR 7,00,000 crore.The scheme will bring additional investment in electronics manufacturing to the tune of INR 11,000 crore.


  • The scheme will generate approximately 3 lakh direct employment opportunities in next 5 years along with creation of additional indirect employment of nearly 3 times the direct employment. Domestic Value Addition is expected to grow from the current 15-20% to 35-40% in case of Mobile Phones and 45-50% for electronic components.


  • With the demand for electronics in India expected to grow manifold by 2025, Hon’ble Minister expressed confidence that PLI scheme and other initiatives to promote electronics manufacturing will help in making India a competitive destination for electronics manufacturing and give boost to AtmaNirbhar Bharat. Creation of domestic champion companies in electronics manufacturing under the Scheme will give fillip to vocal for local while aiming for global scale.


  • Under the leadership Prime Minister Shri Narendra Modi and his visionary initiatives like the “Digital India” and “Make in India” programmes, India has witnessed an unprecedented growth in electronics manufacturing in the last five years. The National Policy on Electronics 2019envisions positioning India as a global hub for Electronics System Design and Manufacturing (ESDM) by focusing on size and scale, promoting exports and enhancing domestic value addition by creating an enabling environment for the industry to compete globally.




  • Union Minister of Consumer Affairs, Food and Public Distribution Shri Ram Vilas Paswan has reviewed the progress of One Nation One Ration Card plan. While taking note of the requisite technical readiness of 4 more States/UT of Jammu & Kashmir, Manipur, Nagaland and Uttarakhand, the Department of Food & Public Distribution has enabled the integration of these 4 States/UT with existing 20 States/UTs for the National Portability. With this, now a total of 24 States/UTs are connected under One Nation One Ration Card from today w.e.f. 1st August 2020.


  • These 24 States/UTs are namely Andhra Pradesh, Bihar, Dadra & Nagar Haveli and Daman & Diu, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Telangana, Tripura, Uttar Pradesh and Uttarakhand.


  • With this, about 65 crores (80%) of total NFSA population is now potentially enabled for receiving food grains anywhere in these States/UTs through national portability of ration cards. Remaining States/UTs are targeted to be integrated in national portability by March 2021.


  • The One Nation One Ration Card is an ambitious plan and endeavour of DoFPD, to ensure the delivery of food security entitlements to all beneficiaries covered under the National Food Security Act, 2013 (NFSA), irrespective of their physical location anywhere in the country, by implementing nation-wide portability of ration cards under the ongoing central sector scheme on ‘Integrated Management of Public Distribution System (IM-PDS)’ in association with all States/UTs.


  • Through this system, the migratory NFSA beneficiaries who frequently change their place of dwelling in search of temporary employments, etc. are now enabled with an option to lift their entitled quota of food grains from any Fair Price Shop (FPS) of their choice anywhere in the country by using their same/existing ration card with biometric/Aadhaar based authentication on an electronic Point of Sale (ePoS) device installed at the FPSs.




  • Context: Congress chief whip in the Rajasthan Legislative Assembly has moved the Supreme Court against a State High Court direction to the Speaker to maintain status quo in the disqualification proceedings initiated against ousted MLAs under the anti-defection law.


  • What’s the issue? According to chief Whip, the High Court order on July 24 violated a Constitution Bench judgment of the Supreme Court in the Kihoto Hollohan of 1992.


  • The verdict had categorically held that courts should not intervene in disqualification proceedings prior to a final decision from the Speaker. Judicial review of disqualification proceedings was very limited.


  • In this case, the High Court, however, had intervened at the stage of notice in the disqualification action.


  • What is a whip? A whip is an official of a political party who acts as the party’s ‘enforcer’ inside the legislative assembly or house of parliament. Parties appoint a senior member from among their House contingents to issue whips — this member is called a Chief Whip, and he/she is assisted by additional Whips. India inherited the concept of the whip from the British parliamentary system.


  • (Note: A whip in parliamentary parlance is also a written order that party members be present for an important vote, or that they vote only in a particular way.)


  • Role of whips: They try to ensure that their fellow political party legislators attend voting sessions and vote according to their party’s official policy.


  • What happens if a whip is disobeyed? A legislator may face disqualification proceedings if she/he disobeys the whip of the party unless the number of lawmakers defying the whip is 2/3rds of the party’s strength in the house. Disqualification is decided by the Speaker of the house.


  • Limitations of whip: There are some cases such as Presidential elections where whips cannot direct a Member of Parliament (MP) or Member of Legislative Assembly (MLA) to vote in a particular fashion.


  • Types of whips: There are three types of whips or instructions issued by the party One-line whip: Issued to inform members of a party about a vote. It allows a member to abstain in case they decide not to follow the party line. Two-line whip: Issued to direct the members to be present in the House at the time of voting.


  • Three-line whip: Issued to members directing them to vote as per the party line.




  • Context: Ministry of Micro Small and Medium Enterprises (MSME) has approved a programme for the benefit of artisans involved in manufacturing of Agarbatti under the ‘Gramodyog Vikas Yojana’ (As a pilot project).


  • Key points: Initially four Pilot Projects will be started, including one in North Eastern part of the country.


  • Each targeted cluster of artisans will be supported with about 50 Automatic Agarbatti making machines and 10 Mixing machines. Khadi and Village Industries Commission (KVIC) will provide training, and assist artisans working in this area.


  • Significance: The programme aims to enhance the production of ‘Agarbatti’ in the country and create sustainable employment for the traditional Artisans, by providing them regular employment and increase in their wages. This will give a boost to the domestic Agarbatti Industry in the country and will reduce imports of Agarbatti.




  • A smog tower is a structure designed to work as a large-scale air purifier.


  • How it works? This structure fitted with multiple layers of filters which trap fine dust particles suspended in the air as it passes through them. Air is drawn through fans installed at the top of the tower, passed through filters, and then released near the ground.


  • Why in News? Supreme Court, last year, had directed authorities to take measures, including asking the Delhi government and the Central Pollution Control Board (CPCB) to submit a comprehensive plan on setting up “smog towers” in the capital. Later, in January, the Court directed that two towers should be installed in the capital by April on a pilot project basis. This timeline was never met,


  • Are they helpful? Yes, smog towers have been experimented with in recent years in cities in the Netherlands, China, South Korea and Poland. The first such tower was erected in 2015, in Rotterdam, Netherlands (it can filter 30,000 cubic metres of air per hour around it).


  • Experts have said that the towers would create “clean air zones” in the city. A tower would reduce 50% of the particulate matter load — fine dust particles suspended in the air — in an area of 1 kilometre in the direction of the wind, as well as 200 metres each along the sides of the tower and against the direction of the wind.


  • Why Delhi needs such measures? Air pollution in the national capital has been an issue of concern for quite some time as Delhi and its suburbs have ranked among the most polluted cities in the world frequently since 2014, when the World Health Organisation (WHO) declared Delhi the most polluted city in the world.


  • Pollution levels in Delhi increase dramatically during winter — on some days to nearly 10 times above the limits prescribed by WHO, posing a serious risk to vulnerable and also healthy populations.


  • Reasons behind high pollution levels? Construction work, industrial and vehicular pollution — in and around the city. The situation is aggravated at the start of winter by smoke from stubble-burning in northwestern states, coupled with unfavourable meteorological conditions, such as calm winds, low temperatures, and fewer sunny days.


  • Measures taken to control pollution: Persuading farmers in Punjab and Haryana to use mechanical alternatives to stubble-burning. Closure of thermal power stations in Delhi.


  • Making industries use piped natural gas. Control measures taken under the Graded Response Action Plan (GRAP) when pollution levels spike.




  • United Nations Children’s Fund (UNICEF) and international non-profit organization focused on pollution issues, Pure Earth have released a report- “The Toxic Truth: Children’s exposure to lead pollution undermines a generation of potential”.


  • Key findings: Lead poisoning is affecting children on a “massive and previously unknown scale”. Around 1 in 3 children – up to 800 million globally – have blood lead levels at, or above, 5 micrograms per decilitre (µg/dL), the amount at which action is required. Nearly half of these children live in South Asia.


  • How lead affects children? Lead is a potent neurotoxin that causes irreparable harm to children’s brains. It is particularly destructive to babies and children under the age of 5 as it damages their brain before they have had the opportunity to fully develop, causing them lifelong neurological, cognitive and physical impairment.


  • Childhood lead exposure has also been linked to mental health and behavioural problems and an increase in crime and violence. Older children suffer severe consequences, including increased risk of kidney damage and cardiovascular diseases in later life.


  • How it costs countries? Childhood lead exposure is estimated to cost lower- and middle-income countries almost USD $1 trillion due to lost economic potential of these children over their lifetime.


  • Factors contributing to lead poisoning: Informal and substandard recycling of lead-acid batteries. Increase in vehicle ownership, combined with the lack of vehicle battery recycling regulation and infrastructure.


  • Workers in dangerous and often illegal recycling operations break open battery cases, spill acid and lead dust in the soil. They also smelt the recovered lead in crude, open-air furnaces that emit toxic fumes poisoning the surrounding community.


  • Need of the hour: A coordinated and concerted approach across the following areas: Proper Monitoring and reporting. Prevention and control measures. Management, treatment and remediation. Public awareness and behaviour change. Legislation and policy. Global and regional action.


  • Conclusion: It is clear from evidence compiled that lead poisoning is a much greater threat to the health of children than previously understood. Although much more research needs to be conducted, enough data have recently emerged for decisive action to begin – and it must begin now.


  • Insta Facts: Lead in the body is distributed to the brain, liver, kidney and bones. It is stored in the teeth and bones, where it accumulates over time. Lead in bone is released into blood during pregnancy and becomes a source of exposure to the developing foetus.


  • WHO has identified lead as 1 of 10 chemicals of major public health concern. WHO has joined with the United Nations Environment Programme to form the Global Alliance to Eliminate Lead Paint.




  • Context: The Supreme Court has decided to consider the plea demanding to reduce the water level in the Mullaperiyar dam during monsoon, on August 24.


  • Background: The petition was filed by a resident of Idukki district of Kerala to lower the water level of Mullaperiyar dam to 130 feet saying there is a danger of earthquakes and floods in the area as monsoon progresses in the State.


  • Mullaperiyar Dam- what you need to know? Although the dam is located in Kerala, it is operated by Tamil Nadu following an 1886 lease indenture for 999 years (the Periyar Lake Lease Agreement) that was signed between the Maharaja of Travancore and the Secretary of State for India for the Periyar Irrigation works.


  • Constructed between 1887 and 1895, the dam redirected the river to flow towards the Bay of Bengal, instead of the Arabian Sea and provide water to the arid rain region of Madurai in Madras Presidency. The dam is located on the confluence of the Mullayar and Periyar rivers inKerala’s Idukki district.


  • What’s the issue surrounding? The lease agreement was renewed in the 1970s by both Tamil Nadu and Kerala giving the former rights to the land and water from the dam, besides the authority to develop hydropower projects at the site. In return, Kerala would receive rent from Tamil Nadu.


  • The first cracks in this agreement surfaced in 1979 when a minor earthquake had resulted in cracks in the dam. The Central Water Commission, under the Government of India, conducted a study and recommended lowering the water stored in the dam’s reservoir to 136 feet from 142 feet.


  • If definitive measures were implemented, only then could the Tamil Nadu administration raise water levels to the dam’s full capacity of 152 feet.


  • What Tamil Nadu says? Tamil Nadu claims that although it has undertaken measures to strengthen the dam, the Kerala government has blocked any attempt to raise the reservoir water level – resulting in losses for Madurai farmers.


  • Kerala’s arguments: Kerala, however, highlights fears of devastation by residents living downstream in the earthquake-prone district of Idukki. Scientists have argued that if there is an earthquake in the region measuring above six on the Richter scale, the lives of over three million people will come under grave danger.


  • Supreme Court verdict: In 2006, the Supreme court gave Tamil Nadu legal sanction to raise the water level to 142 feet. In response, Kerala amended the 2003 Kerala Irrigation and Water Conservation Act, restricting the water level to 136 feet. In 2012, however, an Apex court-appointed committee stated that the dam was “structurally and hydrologically safe” and that the Tamil Nadu government could raise water levels up to 142 feet.


  • In 2014, the court event struck down the amendment to the 2003 Kerala Irrigation and Water Conservation Act, calling it unconstitutional. The Supreme Court had also directed the Centre and the governments of Kerala and Tamil Nadu to set up three panels to prepare a contingency plan in case of a disaster.


  • Conclusion: Even years after this verdict, the latest developments show that the Mullaperiyar dam continues to be a bone of contention between Kerala and Tamil Nadu, with mutliple interpretations on everything from the veracity of the 1886 agreement governing its use to the project’s structural safety.
